The internal regulations of the Ministry and the media institutions affiliated with the Ministry shall be issued by a decision of the Minister in a manner that does not conflict with their numerical staff and the model internal regulations issued by Decision No. 903 dated 1/3/2005. The Ministry’s mission shall be to use all media outlets to enlighten public opinion, consolidate Arab nationalist trends in the country, and support relations with Arab and friendly countries, in accordance with the principles of the Arab Socialist Baath Party and the policy of the State. It shall work in particular to achieve the following: A- Strengthening national sentiment, social cooperation, and spreading the spirit of solidarity among the people. B- Defending the issues of the Arab nation and its goals in unity, freedom, and socialism, and supporting the Arab national, nationalist, and progressive struggle in its various fields. C- Contributing to the dissemination of culture among the masses. D- Addressing social problems and calling for adherence to authentic Arab values. E- Reviving the Arab heritage in various literary, scientific, and artistic fields. F- Informing the masses about the achievements of human civilization in various fields. G- Enlightening public opinion and informing it of the facts In the field of internal and external news and its knowledge of the course of events in the Arab world and the world, their trends and goals. H- Introducing the Syrian Arab Republic and the Arab world globally. I- Raising the level of arts in all its forms. J- Encouraging talents in various aspects of thought and creativity. K- Strengthening ties and relations between resident citizens and expatriate Arabs. L- Providing media and cultural services by encouraging scientific, literary, intellectual and artistic production, and encouraging production in the aforementioned fields. In order to achieve these tasks, it shall do the following: A- Establishing radio and television stations, broadcasting and transmission stations, radio and television work and production studios, managing them and supervising all their affairs. B- Concluding agreements, establishing cooperation relations and exchanging services with similar Arab and foreign media institutions. C- Collecting and receiving news and political comments from various sources, with the aim of broadcasting and commenting on them in a manner that serves the goals of the Arab nation and its issues in various fields. D- Issuing newspapers Magazines, various types of publications and bulletins, and establishing press facilities and equipping them with various necessary technical and mechanical means in various governorates of the country. C- Publishing and distributing news, comments, investigations and illustrated news about all aspects of activity and progress in the country internally, and in Arab countries and foreign countries, through various media and publishing means and wired and wireless communication methods, and through the agencies and stations necessary for this purpose. H- Distributing books and periodical and non-periodical publications in all governorates of the country, and with the required speed. G- Importing books and periodical and non-periodical publications from abroad, and distributing them inside and outside the country, to secure cultural and media services that achieve these goals. D- Directing advertising in the right direction in a way that achieves national and economic benefits, and encouraging it in various fields and working to develop it and raise its level. And seeking to secure fixed advertising resources, in order to support the media apparatuses and raise the level of its workers. - Establishing media institutes and training centers to prepare the necessary and qualified cadres for various media outlets and apparatuses, including press, radio, television, and technical media and printing equipment.
